.cquery file can not load correctly

in the project root directory, like that

project/
include/ test.jpp
src/test.cpp
.cquery

And .cquery file which contents like that "-I./include", after start emacs to edit test.cpp file that seems like cquery start can't actually pass through the cquery initialation argument.
