[Create] Jakarta EE Branding Resources page under the Resource Tab

In MicroProfile, we are populating as MicroProfilers request stuff valuable to the Branding space.

The Jakarta website needs to provide support to its community with a similar page that caters to many. I recommend creating the page, + add the C2A works nicely as part of the fun! :)

[ 2021 Design] Call to Action: Jakarta EE Contributors Media Cards #56 ought to be housed on the new page.
