Currently, the "tooltip" attribute description for message and messages renderer says:
"Flag indicating whether the detail portion of the message should be displayed as a tooltip."
However, the rendering details and the implementation always use the summary.
PROPOSAL: Use the detail message for the tooltip (if it is set). If no detail message is set, use the summary.
This relates to http://java.net/jira/browse/JAVASERVERFACES-2160
