DelegatingMetaTagHandler.applyNextHandler is not documented

Neither applyNextHandler of DelegatingMetaTagHandler or nextHandler of TagHandler
are documented.

This is problematic as it is not obvious what it really does. Does this include
the next tag, or the first child tag? It would be nice to know.
