If in index.md and there's a link [My to-do lists](20220420_to-do.md#grocery-list), first navigate to the file and then jump to the appropriate heading (if it exists).

Fully implemented in dev branch as of commit cb22ace. Will merge dev -> main tomorrow after additional testing.
