Host the gem on gemcutter

Seeing as github gem support is nearing the end of it's life, it would be great to get timeline_fu on gemcutter

Gem is over there, but not the recent with rails 3 support. Bump to 0.4.0 and release?

For the time being you can use the following in the Gemfile:
