There's currently an issue preventing the new versions from being published to the GitHub Actions marketplace. I've posted about this on the GitHub Community forums here: https://github.community/t5/GitHub-Actions/Unable-to-publish-new-action-version/m-p/30981#M632

This has been resolved and the latest version is now on the marketplace.
