Application registrations should be editable

We have separate #29 for revocation.
We need to clarify what exactly we expect the user to change.
Most likely once the Application provides multiple Access Need Groups, the user could choose Group A, or Group B, or Group C. From what I remember we don't want partial acceptance of needs in a given group.

For now, user should be only able to adjust scopes for each Data Authorization and re-select agents, registries, instances required by the given scope. It is practically re-authorization.
