Doesn't connect to my phone #1

Says it is trying to connect for a long time. Then stops and says it failed. Phone is Galaxy Nexus, running 4.3.

I'm pretty sure this is a bug with android.

Unfortunately i can not connect to any bluetooth device i have.
Every time i'm trying to connect it displays "connecting to: ..." in the top-right corner and then "not connected", not returning any errors.

I can not connect on my phone, because the lover button is not visible. On tablet works fine but on phone the button missing. Pls help!

On mine it also just gives the 'not connected' error.
How to troublesoot?
