Docker Build GH workflow failing

What happened?

Currently, all of our PRs are blocked because the Docker Build GH workflow is failing. We are either getting the error System.IO.IOException: No space left on device or we timeout.

What are the steps to reproduce this issue?

1. Submit PR
2. Wait
3. Check GH Actions

We only support the last 2 major versions.
