In #626, it became clear than getting some diagnostic information about the environment can be confusing. In #632, a user has suggested there should be diagnostic information about the backend selection.

I'd like to see a keyring diagnose command that would provide diagnostic information (environmental settings, configuration locations, backend selection, etc) that would be useful for self-service diagnostics and for including in bug reports.
