Bring back hwdec-codecs setting

Is your feature request related to a problem? Please describe.
Since v0.14.0 you can no longer select which codecs to use with hwdec, this becomes a problem for some devices as they seem to advertise supporting a codec but in reality does it extremely poorly.

This is the case on my OnePlus 5T as mpeg4 runs at roughly 0.5fps...

Downgrading below v0.14.0, using the official app which has its own set of drawbacks
