Add excludePathPatterns

To allow a dev to exclude specific versions of generated paths after paramValues are subsctituted into a route.

Developers are encouraged to prefer the existing excludePatterns, which operates against routes, for efficiency when possible, because there are always fewer routes than generated paths to match and exclude against.

Nonetheless, there are situations, such as when specific language versions for a given route need to be excluded, that are only possible to include after generating all paths with the paramValues or configured i18n languages.
