Sanity check breaks donkeytown again. #386

Curse mechanic was changed to only spawn Eves outside of the rift if no available families (if player is blocked from all towns they're supposed to go outside.)

New sanity check just dumps fresh Eves into the Hell Cell after the Eve window closes if player is currently blocked from spawning into all of the families. This means it is both possible to ignore the arc fail condition by adding in more Eves + cursing is actually just beneficial to players trying to keep arc going.

Was tested both on the main server near the end of the arc (Arc was ended by a donkey Eve killing people) and my own server.

The Eve doing the killing occurred long after the Eve window closed which shouldn't be possible but due to the bug fresh Eves can spawn in due to being unable to be ejected from rift. Tutorial works fine on the other hand at least.

Closed due to thinking this is related to not having donkey town available while the Eve window is open (which has now been fixed.) Will check later to see if my issue was resolved.
