[FEAT] - Streaming Services Notifications

What feature would you like to see?

Streaming Services Notifications, and Now streaming role.

• Twitch Notifications
• Youtube Notifications

Additional information

The hope is to use FiniteSingularity's TAU. TAU is basically a tool for interacting with the Twitch API. The plan is for TAU to be baked in as our stream notification system. (Possibly using docker?)
