Support Last-Modified for generated WADL documents

Support the Last-Modified header when returning dynamically generated WADL
documents.

The Last-Modified could be based on the time the WebApplication was initialized.
Some changes to the HttpContextAccess iface will be required to access a
property bag where the initialization date could be added to.
