HTTP 500 Error on Draft Items

Problem
If a Work Item is in draft state, the UUID of the work item is negative as tehre is no real ID for it yet. Consequently, the work item does not have a history yet and therefore querying the work item history results in a HTTP 500 error.

Solution
Check if Work Item is in draft mode. If true, do not query any history information
