The VM for testing Postgres is obsolete #144

Installs Ubuntu 14.04 with Python 2.7 (which is about to be EOLifed). Fails to run on my machine as it installs the latest Django (which is not compatible with Python 2.7).

TODO: update VM image. Test, identify if anything else is missing.

Note: I'm working on a PR to clean up tox and (possibly) remove entirely the VM tests.
