I think Gajim supports HTML-formatted messages. Converse.js doesn't support HTML messages (yet). I did some work on that a year or so ago, but stopped when it became clear that a lot of care would need to be taken to sanitize HTML messages to avoid security holes and XSS attacks.

I've updated this ticket to make it a feature request for XEP-0071.

XEP-0071 has been deprecated by the XSF.

I therefore don't think we'll implement this as a core plugin.
