I think you only ever reference this function in https://blog.jcoglan.com/2012/01/23/organizing-a-project-with-js-packages/ -- but I am not 100% clear on what it's behaviour is, and when to use it.
Is it just a shortcut that equates to file(path).provides('ThingName') when you have your files organized "conventionally"?
