Create wiki page 'Vagrant' #1928

After #1393 has been resolved, we will create a wiki page on Vagrant, discussing the following:

  • general definitions
  • how to setup a vagrant base box
  • how to spin up a vagrant base

Boxes are the package format for Vagrant environments. A box can be used by anyone on any platform that Vagrant supports to bring up an identical working environment.

This wiki will also describe the concept of port forwarding, and the capacity to allow the VirtualBox GUI to be implemented by default on startup.

We need to mention that we need to install using wget, since apt-get installs an older (document deprecated) version.

We will add a section regarding port forwarding, when the issue is resolved. For now, the wiki page is adequate.
