Do I have to clone the repo into my Django project to use this? Are there install instructions anywhere?

Yes, typically. It depends on what you want to do. If you just want a django system capable of hosting vector files, you could go with its parent project, geoanalytics. That is a fully-baked Mezzanine-Django build that has been containerized to work with Docker for ease of setup and installation. The documentation on everything is sparse because this spent years as an academic project, however that is changing soon.

If you let me know more about what you want to do, I can probably help you figure out how to set this up best, then document the setup so the next person doesn't have the same question :-).
