.NET Download URL on Website is Incorrect #40

The URL for "C# Downloads" should be "https://github.com/encog/encog-dotnet-core", not "https://github.com/encog/encog-cs-core/downloads".

Corrected the link. Will also soon be redoing the downloads a bit based on changes by GitHub & Google Code.
