toggle to prioritize intel over nvidia

Description
Using this with an optimus laptop, uses way too many resources
the nvidia gpu needs 60w and the intel igpu uses more resources than it should

i tried the same video directly in clapper with va and vaapi at a higher priority than nvdec and both dGPU and iGPU needed less power and the temps got down from 65°C to 45°C
