E.g. https://github.com/jenkinsci/bom/pull/1541/checks?check_run_id=9225353634 from #1541, but failing occasionally for a long time. (E.g. https://github.com/jenkinsci/bom/runs/7800285721.) Something to do with jenkinsci/jenkins-test-harness#416 I suppose. If it is not obvious what causes it or how to fix it, the test should at least be skipped rather than fail. CC @basil in case you have any insight offhand.

https://github.com/jenkinsci/bom/pull/1848/checks?check_run_id=11975101333 https://ci.jenkins.io/job/Tools/job/bom/job/PR-1848/1/execution/node/9681/log/

[INFO] Setting jenkins.insaneHook to --patch-module=java.base=/home/jenkins/agent/workspace/Tools_bom_PR-1848/pct-work/workflow-job/target/patch-modules/org-netbeans-insane-hook.jar --add-exports=java.base/org.netbeans.insane.hook=ALL-UNNAMED

which sounds right.
