Parent pom update fails from 4.51 to later releases

Reproduction steps

1. Attempt to build Bump plugin from 4.51 to 4.53 in /sample-plugin #1635
2. Confirm that the build fails

Expected Results

Passing build so that the sample-plugin can be upgraded to parent pom 4.53

Actual Results

CI job fails

Anything else?

I'm not able to resolve the issue. I placed a build / pluginManagement section in the bom-2.346.x/pom.xml file with the maven hpi plugin version set to 3.37 but that did not change the behavior.
