Reproduction steps

Notice that the windowsservercore-(ltsc)2019 image is using a 1809 Eclipse Temurin Windows image as base:

FROM eclipse-temurin:"${JAVA_VERSION}"-jdk-windowsservercore-1809

Expected Results

Jenkins controller windowsservercore-ltsc2019 images use a windowsservercore-ltsc2019 as base image.

Actual Results

Jenkins controller windowsservercore-2019 images use a windowsservercore-1809 as base image.
