Create Roadmap

Description

In order to manage and index the work that needs to be done, I think it's a good idea to have a roadmap in mind.

This currently involves the following:

  1. Meet with project owners and determine requirements.
  2. Write up action items based on requirements.
  3. Gather contributors who can help out.
