Scenario:

athlete lifts below knee
puts bar down
timekeeper restarts time (or maybe not)
leaves platform
2 refs signal red by mistake -- this stops clock
down shown
coach sends athlete back
timekeeper cannot restart clock because down signal has been shown

Observations

timekeeper failing to stop clock (distracted) happens frequently
stopping clock on down is therefore still a meaningful choice
not being able to restart is an issue
a notification to timekeeper/announce/jury that clock was running and the interrupted due to down would be useful
