When a Rmd document contains bibliography field in YAML metadata, I get this error when producing a PDF.

pandoc.exe: Filter pandoc-citeproc not found

What OS? Windows?

Windows 8.1 update
the latest RStudio

I've traced this to pandoc.hs 116-117. It checks for PATH, but apparently Windows doesn't use this name for the environment variable.
