I suggest changing the way how pandoc reads the procedure element in the docbook format. Currently, pandoc reads the procedure as BulletList, but I suggest reading the procedure as OrderedList.

The relevant part of the docbook reader is on this line: permalink to the line in the reader.

Also, John suggested in the prior discussion (link) to support substeps as subordinate ordered lists.
