Missing links to sections in Textile ToC

When generating table of contents in html 5 target mode from a textile file, PanDoc does not include links to the sections in the latest 1.1.1 version.
Sections are marked up as headings, such as:

h2. Introduction

This would appear in the ToC as:

Introduction

This used to work in earlier versions.

The command I used to generate is:

pandoc -f textile -t html -s -S --normalize --toc .\docs\en\readme.textile -o .\build\docs\en\readme.htm -V pagetitle="Documentation"
