Is your feature request related to a problem? Please describe.

I cannot select a region on the ipad using a pencil, as you need to press Option key (for example) to have it do the rectangle selection

Describe the solution you'd like
Safari on iPad to be able to use a selecting area option/button to select a region, instead of moving the item/page

Additional context
I have a keyboard attached, but that means I need to put the iPad in the upright, as it doesn't activate the keyboard in a pure flat setup

Try tap and hold to start rubberband selection / toggle selection state.
