Looks a bug at user/account for mysql/mariadb support.
Have you tried locally? I will try soon.

Looks like liquibase is not populating the user database.

Confirmed the issue was on liquibase-hibernate 4.6.2 side, there is an issue with compatibility with hibernate 5.6.2+ : liquibase/liquibase-hibernate#378
