Backporting the ability to assign Owners to Issue Alert to Sentry Terraform Plugin v0.11.1

Description:
The current Terraform version used by a customer is 0.12.31, and due to this, they are utilizing Sentry Terraform Plugin v0.11.1.
They have identified a feature introduced in Sentry Terraform Plugin v12.0 that allows assigning owners to issue alerts.

Feature Request:
Backporting the ability to assign owners to Issue Alert that introduced in Sentry Terraform Plugin v12.0, to the v0.11.1

This would greatly enhance their ability to manage and assign ownership of issue alerts within their current Terraform environment.

The customer has also asked for default_rules within sentry_project to be backported into v0.11.1
