No way to bootstrap the invite tree or specify dag constants

The first block should contain a single Bootstrap segment. This should contain a declaration of the root key that is used to publish the first generation of identities onto the network. It should also specify constants and other metadata used in verification logic for the rest of the network, but we'll have to figure that out later.
