There was no support for upstart init scripts in redhat, fedora, and centos distributions, and this little change adds exactly that.

I believe chef-client 12 would resolve this. Can you test with it to see if it fulfills this PR's requirement?

I think we should maybe look into poise-service if we want to do something like this. My "pie-in-the-sky" hope is that we can make a pure LWRP for the next major release
