Related issue from a previous proposal: WICG/floc#71

It might be more meaningful to consider whether combinations of (topic, current site/section, user location) are sensitive. The language or cuisine of Country A might be sensitive for users in, or pages about, Country B -- but not for users in or reading about Country C.
