[Feature] Option for RelayNext plugin to ignore the bot itself or output based on plugin name

This came to my mind after setting an RSS feed for ZNC commits.
The bot is in 4 different networks, but the channel name is the same among them all.
When the feed is announced in the channel, the same message is relayed 3 times to each channel , which is a bit annoying.
I was wondering if there's a way (even if remote) to ignore output based on the plugin being called.
So we could set something like supybot.plugins.RelayNext.ignorePlugins "Misc NuWeather".
If not, would be nice to have a way to stop the bot from relaying its own messages.
