Core and bios_ RetroArch 1.10.3 #164

There's no way to download the cores, to work I took it from "lakka" and added it to the retroarch core folder in the "./config" folder, I did the same for the bios files.

The cores are here to download. All you had to do was ask. I try to maintain them as updated as I can.
