Prescan DICOM files to generate Protocol_Translator #5

It's much faster to generate Protocol_Translator.json without dcm2niix conversion. Once the translator has been configured after the first pass, perform conversions and BIDS population on a subject/session basis.

Not really necessary at this point. Phased approach works fine and is reasonably efficient.
