The bats tests in ./tests need to be restructured. Currently each test tests a large number of things.

Tighten up the tests to be more focused.
Add a test to make sure that syncing will occur even if grafana is down for awhile
Consolidate integration test logic: i.e. all post tests are basically the same
Add a test confirm the sync interval works.
