Since Introduction of Legacies I think it's quite redundant to give Mastermind Arcanist abilities. Maybe it would be better if instead you just gave him Arcanist Legacy as a Bonus Instead or just replace it with one additional legacy of a player's choice.

Alternatively, let them stack. You don't have to pick the arcanist legacy, and while the easier option is to just take it off the Mastermind's legacy list (in the same way the other archetypes have limited lists, when they do) I for one am entirely okay with "too many exploits" in the hands of the Mastermind.
