The menu is always displayed on map or report view [john]

Each map layer has a separate map display radio column that can be checked on or off. [ben]
Clicking on the map layer displays text and content without changing the map. Separatey, clicking on the layer's map display radio button for that layer toggles the layer's map display [ben & john]
Groups are accordions which expand to display the list of layers they contain, while maps are persistent. [john]
Clicking on a map group turns off any other groups and then turns on the default layers for the given group [ben]
Layers, maps, groups, charts, tables, images will be displayed in the order that they are listed in the spreadsheet [john]

is it possible to highlight text layer (not radio button) based on what's shown in the text view to clarify function of nav?)
so, I tried to add a new map (introduction to adapt oakland case study) which will have the AO boundary, so we don't need to add that to all the other maps. I also numbered the other nav items. I think this needs to be implemented outside of the spreadsheet because it's not working right. Sorry.
