Develop interim workflow guidelines.

This task is to establish the interim guidelines for raising issues and pull requests on Github only, removing the requirement to use JoomlaCode at all for the community to report issues.

Please create a gist, Google Doc or similar for your suggested workflow guidelines. The workflow should be the bare minimum to allow for continued processing of issues - the simpler the better. It doesn't have to be perfect and will be revised in Phase 2. We'll then discuss the best ideas.

Note, this is written from the contributor's point of view and all they need to worry about is how things move from A to B. Categories, priority, etc for how the JBS triage the issues and pull request will be handled in a different document.
