Develop interim labelling guidelines

This task is to establish the interim guidelines for how labels can be used in Github to supplement our categorisation of issues (that is, replacing the many drop-down selects that are present in JoomlaCode today).

Please create a gist, Google Doc or similar for your suggested labelling guidelines. It doesn't have to be perfect and will be revised in Phase 2. We'll then discuss the best ideas.
