Both URLs and file systems allow 'a/../b' in relative paths. Canonicalization of such paths routinely give results devs expect. Copy and pasting relative paths from other development tools into module paths may result in embedded /../ and requiring devs to remove them creates an unnecessary source of error.

On the other side, what is the advantage of preventing /../?

IMO it would be cool if the normalize names were normal after RFC 3985 remove_dot_segments http://tools.ietf.org/html/rfc3986#section-5.2.4
