Why is this simply not in the Alexa skills library..

I cannot find this in the built in skills library.
There are not clear instructions on how to post this as a skill?
I am a bit confused. Does this have to be complicated?

you wont find a skill like this released publicly for legal reasons considering the nature of what you're using this app for , it would never get approved so the only way is to install it as if you are the developer and are using it for testing for your own personal use. that being said I wish it could be that simple as well because even though op has taken time to make an installation guide not anyone will be able to do this without some kind of experience.
