If I subscribe a superuser to /location/# the subscriber will not receive messages publishes to /location/foo or /location/bar. Subscribing directly to /location/bar and /location/foo works however.

Is this an intended behaviour?

Works here ...

If a user is in the superuser 'glob', that user doesn't get ACLs checked at all.

Are you sure the user is marked as superuser? Note the glob is case-sensitive ...
