Spawned processes need time limit.

Spawned processes need execution time limit. Why?
Bot can be easily crashed with:

fork { sleep until false} while true

[jonvuri]

This issue has not been fixed, nor do I see a simple way to fix it. However, I've added a !reset command to the bot which will kill all running script child processes. This at least gives a way to recover.
